After the search for peace in the Middle East reached to a deadlock, where the Americans were unable to force Tel Aviv to halt the settlement building, as a prelude to re-launch the negotiations with the Palestinians, the U.S. mediator George Mitchell, proposed an indirect negotiations without any preconditions.
